Second, marginal land can be used to grow non-food energy crops. According to experts, China has about 100 million hectares of marginal land such as mountains, beaches and saline-alkali lands. Regarding the doubts about developing non-food biomass energy “contributing to land” and “grabbing grain,” experts pointed out that the development of non-food biomass energy will not only “contend for land with farmers, and compete with people for food”, but also help solve the problem of “three. The two sides will jointly build a production plant with an annual output of 1 million to 1.2 million tons of fuel ethanol within the next five years. CNOOC will build a refinery with an annual capacity of 60,000 tons of biodiesel in Dongfang City, Hainan Province, and establish a partnership with Indonesia. The first overseas biodiesel project is under negotiation.

Other industries also actively follow up. The two parties will jointly establish a demonstration base of raw material forests for biomass liquid fuels with an annual output of more than 20,000 tons in Guizhou and other provinces to start forestry biomass energy.
