1 range
This standard stipulates the purpose, content, method and working procedure of the assessment of the emergency plan for production safety accidents in production and business operations.
This standard is applicable to the assessment of the applicability of the contents of production and business unit production safety accident emergency plan (hereinafter referred to as emergency plan). According to the category of the plan and the applicable target, the organization and implementation of the evaluation work may be conducted in accordance with this standard.

3 Terms and Definitions
The following terms and definitions apply to this standard.
3.1
emergency plan
A pre-designed emergency preparedness plan for minimizing accident damage for possible accidents.
3.2
Emergency Response
For emergency or accidents, emergency actions taken in accordance with the emergency plan.
3.3
Emergency disposal
In the course of emergency response, emergency measures or actions are taken to minimize the loss or damage to the accident and prevent the accident from expanding.

Emergency plan assessment
The process of analysis and evaluation of the suitability of the content of the emergency plan.
4 General
4.1 Evaluation purpose
The problems and deficiencies in the content of the emergency plan were discovered, and conclusions were made as to whether or not amendments were needed, and suggestions for revision were proposed.
4.2 Evaluation basis
Mainly based on the following:
a ) Risk assessment results of production and business units;
b ) the establishment of emergency organizations for production and business units;
c ) Relevant laws, regulations and standards promulgated or revised after the implementation of the plan;
d ) relevant normative documents;
e ) emergency drill evaluation report;
f ) emergency response assessment report;
g ) Other related materials.
4.3 Evaluation Principles
Seeking truth from facts, complying with laws and regulations, scientific evaluation, and continuous improvement.
5 Evaluation Procedure
5.1 Establish an assessment team
In combination with the functions and division of work of the unit department, an emergency plan evaluation team was set up with the relevant person in charge of the unit as the leader, and the personnel of the relevant unit of the unit participated in the work. The work responsibilities and tasks were defined and the work plan was formulated. The number of members of the assessment team is generally single and may be increased if necessary. Production and business entities may invite relevant professional organizations or relevant experts and personnel with practical experience to participate in the evaluation of emergency plans and, if necessary, entrust safety production technical service agencies with the implementation.
5.2 Data Collection and Analysis
The assessment team shall determine the emergency plan to be evaluated and collect the relevant information according to 4.2 , and specify the following conditions:
a) Significant changes in laws, regulations, rules, standards, and related provisions in the preliminaries;
b ) Adjustment of the emergency command organization and its responsibilities;
c ) The major changes in accident risk;
d ) Major changes in important emergency resources;
e ) Changes in other important information in the plan;
f ) Problems found during emergency drills and emergency response;
g ) Other situations.
5.3 Evaluation Implementation
Data analysis, on-site auditing, deduction and argumentation, and interviews with personnel are used to conduct comprehensive analysis and assessment of emergency plans (see Appendix A for the emergency plan assessment form ).
a ) Data analysis: According to the assessment purpose and assessment content, consult the relevant laws and regulations, standards and regulations, emergency plans, risk assessment and other relevant documents, sort out relevant regulations, requirements and evidence materials, and preliminary analyze the problems in the emergency plan.
b ) On-site auditing: Based on the data analysis, the company will accurately grasp and verify the risk assessment, emergency resources, and process equipment in various aspects through on-site inspections and equipment operation inspections.
c ) Deduction and Demonstration: According to needs, take desktop deductions, actual drills, and other forms, and conduct deductions and verifications on issues such as organization settings, division of responsibilities, response mechanisms, and information reports.
d ) Personnel interviews: Use sample interviews or seminars to collect relevant information, understand the situation, assess the ability, verify problems, communicate, listen to suggestions, and further demonstrate the relevant problems.
5.4 Evaluation Report Preparation
After the emergency plan evaluation is completed, the members of the evaluation team communicate and exchange their respective assessments, collate the relevant regulations and relevant standards, summarize the problems found during the assessment, and form a consistent, fair and objective evaluation group's opinions. On this basis, the organization organizes and writes evaluation reports.
6 assessment content
6.1 Preparation Basis of Emergency Plan
Whether the laws, regulations, rules, standards, and pre-plans make new requirements and requirements for emergency plans , including emergency organizations and their responsibilities, emergency plan system, accident risk description, early warning and information report, emergency response, safeguard measures, emergency plan Management and other aspects.
6.2 Organization and Responsibility
Whether the organizational structure of production and business units has changed; whether the emergency duties of key positions such as general commanders and deputy commanders have been adjusted; whether the emergency responsibilities and division of labor of key departments have been re-delineated; whether emergency organizations or personnel have any doubts about the emergency duties; Whether the responsibilities can meet actual needs, etc.
6.3 Major Accident Risks
Whether the risk analysis of the production and business operation unit is comprehensive and objective; whether the risk level is reasonable; whether there is a new accident risk; whether the accident risk prevention and control measures can meet actual needs; and whether the emergency resource demand based on the accident risk assessment is scientific.
6.4 Emergency Resources
The production and business operation unit has a comprehensive investigation of the emergency resources of the unit and the emergency resources that can request assistance in the cooperation area, and whether it matches the actual needs of the accident risk assessment; whether the quantity, type, function, and use of the existing emergency resources are significant Variety.
6.5 Contingency planning
Whether the emergency plan incorporates superior and other relevant emergency plans, and reasonably stipulates the content of information reports, response classification, transfer of command rights, and alert evacuation.
6. 6 Implementation Feedback
The emergency response training, emergency response, supervision and inspection, system audit, and complaints report whether there are any problems with the emergency response plan, mainly concerning the organization, emergency response procedures, early disposal, and post-disposal.
6.7 Others
Other factors that may affect the suitability of the contents of the emergency plan.
7 Report main content
The content usually includes (evaluation report in Appendix B ):
- Evaluation Personnel: basic information and assessment of the division of labor personnel, including name, gender, profession, job title, signature, etc.;
- plan assessment: the organization plan implementation and evaluation of the main organization of work;
- The basic situation of the plan: the basic situation of the emergency plan preparation unit, the preparation and implementation time, the approver, etc.;
- plans to evaluate the contents: to assess changes in terms of contingency plans prepared on the basis, organization and responsibilities, major accident risk, emergency resources, convergence of contingency plans, as well as implementation of feedback problems found;
- plan applies Analysis: according to the change of the situation and assess the problem, the applicability of the contents of each element of contingency plans for analysis, pointed out that the presence of non-conformity;
- Improved observations and recommendations: for the assessment of the non-conformities, put forward opinions and suggestions for improvement;
