A total of 261 items of various problems were found in the special inspections (see attachment), which are mainly reflected in the following three aspects:

(1) The implementation of the "three simultaneous" system is not in place.

Among the 50 construction units inspected by the site, 32% of the construction units (of which 16 are central enterprises, and the other 14 are private or private enterprises) have not carried out the “three simultaneous” work of occupational disease prevention facilities for construction projects according to law. Among them, 10% of the construction units (5) did not carry out the "three simultaneous" occupational disease prevention facilities according to law, and 22% of the construction units (11) implemented the "three simultaneous" system of occupational disease prevention facilities. (2) The occupational disease prevention measures are not standardized.

There were 104 protection measures in the 50 construction units on site. Third, the next work requirements

(1) Supervise the implementation of rectification.

The relevant local safety supervision departments shall dispose of the existing employers in accordance with the law, and urge the construction unit to promptly rectify the problems found in this inspection to ensure that the corrective measures are in place. The relevant provincial safety supervision department shall submit the rectification situation to the Occupational Health Division of the State Administration of Safety Supervision before December 15, 2017.

(2) Strict supervision and enforcement.

Local safety supervision departments at all levels should adopt random inspections, unannounced visits, and interviews to continuously increase the frequency and intensity of supervision and enforcement, and urge the construction units to carry out pre-evaluation of occupational hazards in strict accordance with the laws, regulations and technical standards for occupational disease prevention and control.
