China implements six measures to stabilize employment

Yin Weimin said that in response to the huge impact of the international financial crisis on China's employment, the state has implemented six measures to stabilize employment.

To this end, the state has implemented six measures to stabilize employment:

-- Combine the expansion of domestic demand to develop the economy and increase employment. Give play to the role of government investment and major projects to promote employment, encourage support for the development of labor-intensive industries, especially service industries and small and medium-sized enterprises, and guide enterprises to absorb more employment through tax incentives and social insurance subsidies.

-- Reduce the burden on enterprises and stabilize existing positions. In order to help enterprises tide over the difficulties and encourage enterprises to lay off employees or lay off employees, while reducing corporate taxation, the Ministry of Human Resources and Social Security and the Ministry of Finance and the State Administration of Taxation jointly formulated and implemented measures to support enterprises. In the work, all localities highlight the concept of serving enterprises, establish a mechanism of contact with enterprises, and promote policy implementation.

-- Increase policy support and encourage self-employment. Further improve the support policies for tax incentives, small-sum guarantee loans, fund subsidies, and venue arrangements that are conducive to entrepreneurs' entrepreneurship. In the work, the localities will promote entrepreneurship as a new growth point in coping with the crisis to develop the economy and expand employment.

Put the employment of college graduates at the forefront of the current employment work, actively and steadily do a good job in the employment and reemployment of returning migrant workers, and actively help the urban employment difficulties, zero-employment families and laborers in the disaster areas to find employment.

—— Vigorously carry out vocational training to improve the quality of workers. The Ministry of Human Resources and Social Security, the Development and Reform Commission and the Ministry of Finance jointly implemented a special vocational training program, using training subsidy policies, organizing on-the-job training for employees of difficult enterprises, training for migrant workers, and reemployment training for unemployed workers. , labor preparation training for new growth labor, free vocational training for retired soldiers.

-- Strengthen public employment services and give full play to the role of grassroots platforms. The Ministry of Human Resources and Social Security and the Ministry of Education, the General Administration, the Federation of Industry and Commerce, the Central Committee of the Communist Youth League, the Women's Federation, the Disabled Persons' Federation and other departments have jointly deployed a series of targeted special employment service activities according to the characteristics of different groups.
