SERC deploys "three designated" special management and spot checks

According to the arrangement and requirements of the “Three-Designation Specific Work Program” for the power-supply enterprise users receiving power projects, the State Electricity Regulatory Commission issued the “Specific Three-Year Designated Measures” of the power supply project for the users of power supply enterprises. The "Notice" pointed out that on the basis of the "three designated" special treatment self-checking and self-correcting work for power-receiving enterprises, the power supply enterprises decided to carry out the "three designated" special control spot checks phase of the user power-receiving project from September to October. The Auditing Bureau of the State Electricity Regulatory Commission organizes all dispatched offices to verify the self-checking and self-correction of power supply enterprises in the area under their jurisdiction. According to the verification status, some local and municipal power supply enterprises with serious “three designated” behaviors are selected for self-examination and self-examination to perform spot checks. , And can be extended to the county-level power supply enterprises, at the same time for the power companies with specific clues of violations of laws and regulations, the Auditing Bureau of the SERC set up an investigation team to conduct spot checks. The "Notice" clarified the main contents of conducting spot checks on power supply companies. First, the situation of studying and implementing special control documents; second, the situation of self-inspection and self-correction work; and the third, the problems of rectification. The "Notice" requires that all dispatched institutions should attach great importance to the work of the key sampling stage, refine the sampling and inspection work plan, standardize the work procedures for random inspections, strictly enforce work discipline, specify the division of tasks, implement personnel responsibilities, and ensure that key spot checks do not go through the court.

To further implement the spirit of the "Notice", the Auditing Bureau of the State Electricity Regulatory Commission together with the Department of Political Affairs and Law, the Ministry of Power Supply, and the Qualification Center of the SERC organized and conducted a special inspection on the "three designated" special remediation projects for the users of the power supervision institutions for power users on September 9. Work seminars, implement the relevant requirements of the SERC leadership on key spot checks, and study the methods, contents, and working procedures of key spot checks. Based on the complaints reported by the power regulatory agencies and the clues found in daily supervision and special inspections, the Audit Bureau decided that all dispatched agencies would conduct a key survey on some of the power supply companies. The meeting requested that all dispatched agencies should take the work of the special focus inspection stage as an important task at present, further strengthen their sense of responsibility, centralize the power of dispatching agencies, and do a good job in the key sampling stage.
